Veteran – a person who served in the active military, naval, or air service, and who was
discharged or released under conditions other than dishonorable.
Service-Disabled Veteran – a person with a disability that is service-connected which was
incurred or aggravated in line of duty in the active military, naval, or air service.
Service-Disabled Veteran with a Permanent and Severe Disability – a veteran with a
service-connected disability that has been determined by the U.S. Department of Veterans Affairs to
have a permanent and total disability for purposes of receiving disability compensation or a
disability pension.
Permanent Caregiver – a spouse, or an individual 18 years of age or older, who is legally
designated, in writing, to undertake responsibility for managing the well-being of a
service-disabled veteran, to include housing, health and safety.
