Service-Disabled Veteran-Owned Small Business Concern Program
On May 5, 2004, the U.S. Small Business Administration (SBA) issued regulations in the Federal
Register as an Interim Final Rule implementing Section 36 of the
Veterans Benefits Act of 2003 (Public Law 108-183).
Section 308 of PL 108-183, amended the Small Business Act to establish a procurement program
for Small Business Concerns (SBCs) owned and controlled by service-disabled veterans. This
procurement program provides that contracting officers may award a sole source or set-aside
contract to service-disabled veteran business owners, if certain conditions are met.
Finally, the purpose of this procurement program is to assist agencies in achieving the 3
percent government-wide goal for procurement from service-disabled veteran-owned small business
concerns.
